Title: HR and Finance Administrator

POSITION CONDITIONS

Work destination: Where the needs of the project require it Monthly remuneration: in the first 12 months, the bonus approximate gross monthly is EUR €1,451. From the second-year remuneration increases based on experience (previous and acquired) and the level of responsibility in the field. Private insurance coverage that includes medical coverage and hospital, temporary disability, and life insurance. The organization also has an arranged medical evacuation if necessary. The expenses of stay in the land are covered: housing, basic services, cleaning and washing. Other expenses such as transportation, visas, transfer to the country of destination and Displacements in the field will also be covered by MSF. Per diem or monthly per diem: mainly to cover meals and small personal expenses.

Start: Depending on the needs of the project

Duration: Minimum 9-12 months

Working day: Full time.

Responsibilities

As an HR/finance administrator you work very closely with the local staff - arranging for their recruitment, training, accommodation, contracts, and payment as well as dealing with disciplinary cases.

You act as a support to the entire expat team, managing their accommodation and food, supporting the project coordinator, and liaising with the capital office to ensure that the project is run in line with local laws and customs.

In smaller projects, you may also manage the supplies for the project.

Day to day tasks

Our HR/finance administrators come from a wide range of backgrounds, from management and social sciences to finance and HR professionals.

They are usually based in the projects, and their tasks over the month may include some or all the following:

  • Arranging payroll for all locally hired staff
  • Managing payment and administration of daily workers
  • Working with the domestic staff to ensure that the accommodation bases are in good order.
  • Planning the HR for the project and arranging recruitment or terminations as necessary as the project evolves.

  • Working with the department heads to ensure that locally hired staff are managed well, from ensuring they have access to the training they need through to delivering disciplinaries where required.
  • Managing the project budget
  • Support the project coordinator with the security and coordination of staff.

It can involve long hours and hard work but is a wonderful opportunity to work closely with the staff across all departments, ensuring that the impact of MSF as an employer on the local community is a positive one.

Management of staff

Training, supervising, and managing locally hired staff is a key responsibility, and the administrative team may be comprised of HR and finance assistants, cleaners, supply staff, cooks, and bookkeepers. A large part of the HR/finance administrator's work is to build the capacity of these local staff as well as ensure safe and fair working conditions.

Role Requirements:

skills and expertise in the following areas:

  • Desirable, degree in finance, management (business, HR) or administration.
  • Essential, working experience of at least two years in relevant and similar jobs.
  • Previous overseas working, volunteering or travel experience (minimum 3 months) with other NGOs, in low resource settings.
  • Basic bookkeeping
  • HR management
  • Proven experience in ability as a manager or team leader. Able to provide training and supervision to others.
  • Office and supply management experience are also desirable.
  • Fluency in English (B2) and a minimum of B1 level in a second language; French, Spanish or Arabic (according to CEFR) Essential computer literacy (word, excel, internet)
  • Available for a minimum of nine- twelve months
  • Willingness to work in unstable areas.
  • Adaptable and able to work in a multicultural team
  • Ability to cope with stress and to organize and prioritize workload.

Assets

MSF is currently looking for HR/finance administrators with good Arabic skills. If you speak Arabic to a level where you can be placed in an Arabic speaking mission such as Syria or Yemen, you are much more likely to be accepted onto the MSF register.
