Operations Director – CHIME

Balmer Recruitment Ltd. has been retained by CHIME - the national charity for deafness and hearing loss, to seek a suitably qualified Operations Director to join their newly restructured team.

Reporting directly to the CEO, the Operations Director will sit on the SMT and will lead the Service Operations Teams. They will contribute both strategically and operationally to the overall success of the organisation by effectively leading all Service Operations and will be required to establish organisational priorities at a strategic level providing a results-focused input to the organisation.

Chime’s aim is to provide services in a holistic-focused and client-centred approach.

Primary Duties & Responsibilities:

This role leads the delivery of services through Chime’s Resource Centres. These services include Advice & Information, Assistive Technology and other Funding Streams and Social Inclusion Supports. Duties include – 

  • Effective planning, development and delivery of services and operations through Chime’s network of Resource Centres around the country

  • Evaluate and ensure the services provided meet the needs of Chime clients

  • Ensure Chime operates in a collaborative and effective partnership approach with external organisations

  • Proactively develop new services in line with strategic objectives as required

  • Grow the social enterprises of the organization in a manner consistent with the charitable values of the organization

  • Work closely with the CEO and Finance Director to develop budgets, business cases and financial plans to achieve desired results

  • Prepare funding applications to Statutory and Non-Statutory bodies

  • Ensure the organization operates with robust internal systems and procedures, including business continuity plans

  • Ensure the organization implements a quality accredited programme such as Q Mark

  • Be accountable for financial performance of Service Operations

  • Ensure the organization seeks to provide a value for money and effective service offering to stakeholders

  • Ensure full implementation and use of organisation’s client database

  • Provide accurate and timely reports as required by the CEO on all aspects of Service Operations

  • Report to the Board of Chime as required

  • Responsible for the procurement, stock control of all products sold through the social enterprises

  • Responsible for all cash and credit card transactions that occur in the resource centres

  • Property management – ensure the organization has systems to maintain its properties in good working order, managing all repairs and maintenance

  • Lead on property acquisitions and disposals

  • Ensure statutory and regulatory compliance – HSE Returns, SLA’s and HSE operational reporting requirements, data protection and GDPR

  • Key relationship management – ensure excellent working relationships are maintained with each local HSE office and other funders in addition to key hearing aid and product suppliers

  • Staff management – ensure excellence in recruitment, training, professional development and performance management and development

  • Ensure compliance with and implement HR policies and procedures

Key Requirements include:

  • Relevant third level Degree / Diploma

  • 3-5 years experience in a similar role

  • Proven track record of managing services successfully within a similar type of role

  • Team-playing capability

  • Strong leadership and team management skills

  • Ability to evaluate information and make effective decisions especially with regard to service user care

  • Effective communication skills

  • Sufficient IT skills relevant to the role

  • Commitment to continuing professional development


  • This role will be based in the organisation’s head office in Dublin however travel will be required from time to time.


The salary on offer will be commensurate with experience however a competitive salary is on offer for this position
