About Patricia Keenan
Patricia has been a consultant for almost 15 years after a career in the public and voluntary sector across the island of Ireland and UK. She worked for local authorities, government departments and social enterprises at a senior level before embarking on a career in consulting in 2005, for a diverse range of public and private sector clients.
Patricia has a primary degree BA Hons in Economics which was later followed up with a BSc Hons in Management Practice. She also holds a MA in Irish History and Politics. She is a qualified trainer and mentor with the CIPD Diploma in Training Practice as well as acquiring PRINCE II practitioner qualifications.
Patricia has decades of experience of EU and Government funding programmes, and has already established a reputation with Sports Capital and Equipment Grant applications, having managed 15 applications for the 2021 round for local clubs and NGBs as well as delivering an extensive webinar series with over 3000 virtual attendees.
She has particular experience with LEADER funding across the island of Ireland. Initially she worked as a project manager of a LEADER funded project which gave her a grass roots appreciation for the rural regeneration work it is targeted towards. Following this, she was elected to sit on her Local Action Group in the border area in Northern Ireland which was responsible for the allocation of €33 million over a 5 year period.
During her tenure on the Board, she participated in Trans National projects across the EU and focused on farm diversification schemes and business development programmes. As a result of this work she was appointed to sit on the NI departmental review of the LEADER programme which ensured that the funding retained its bottom up approach for grants.
As a consultant Patricia has prepared many grant applications for LEADER for public and private clients and this gives her a holistic approach to preparing a funding application as she appreciates all aspects of the programme from animation right through to delivery and evaluation. As well as LEADER, Patricia has been involved in PEACE funded programmes since 1998, INTERREG programmes in various jurisdictions and large scale ESF programmes in London.
Patricia was appointed by the NI Secretary of State as a Board Member for the Probation Board of NI, an Arms Length Body overseeing the management of this statutory agency. She has been a long term advocate for social justice and this appointment was a culmination of her community interests and academic background to contribute to the governance of such a vital organisation within the justice family.
